“CONSTRUCTING A MULTIFUNCTIONAL SPORTS FACILITY IN THE VRANESTI VILLAGE, CALINESTI CITY, ARGES PROVINCE

PROJECT RESUMEE:

In accordance with the 2007-2013 Romanian Post Adherence Strategy, its main objective is to maximize the use of the country’s EU membership quality, also its specific objective being to consolidate the Romanian socio-economic development model, mainly to develop the physical infrastructure and to implicate the human capital needed for its institution and use.

This project suggests to build a multifunctional sports facility in the Vranesti village, Calinesti city, Arges province and is programmed to receive founds through the Rural Sports Facilities Infrastructure Development Program, instituted through the GO No 7/2006 that regards The Rural Infrastructure Development Program, approved with modifications and improvements through Law No 71/2007, law that finances sports facilities only. As a result, we can take into account for the alternative investment financing only the copayment that Calinesti city is about to annex to this project – copayment that targets the construction of a new sports facility.

The construction of a multifunctional sports facility with the total surface area of 1419 sm – 33m x 43 m, composed of a handball court, a basketball court and a tennis court (this can be used as a mini football court). The building is composed of a main access area, an entrance lobby, a doorman’s room, and a main lobby, locker rooms for the athletes, locker rooms for the referees, and a locker room for handicapped persons. The multifunctional sports surface area will include a handball court, a basketball court and a tennis court. The games area made out of synthetic rubber will be build in accordance with the present regulations. This is made out of a usage layer – homologated synthetic material, a support layer – a thin layer of reinforced concrete, and a layer of gravel that is not heavily compacted.

PROJECT RELEVANCE:

Implementing this project is a priority for the city because it needs an adequate space for the people to undergo athletic activities. The pupils from the city school have remarkable results in the regional handball competitions although none of the villages from the city have a specialized handball court. The city has a handball team named “The Calinesti Eagles” that won the first place in the regional Championships in the 2007-2008 season, but during the winter they cannot use the existing field because is always flooded. (Because of the rain and snow that falls and has no place to drain to for long periods of time)

In the village the people also practice other sports such as table tennis, tennis, basketball, and different running categories, but unfortunately there are no minimal conditions to practice them because of a lack of specialized area.

Investment promotion opportunity:

Through this investment the overall education, socialization and health level of all the citizens will increase (children, adolescents, adults, elderly and handicapped) by the practicing of sports activities, the revigoration of sports, by the increase of the organization and functioning of the national sports system, the improvement of the psycho/biometric and intellectual level of the young citizens through the development of school sport activities, within the school sports associations as well as within the schools that have integrated or additional sports, the enhancement of national rural development programs and last but not least of all the increase of scientific research and of sports medicinal research in order to support and develop this field.

PROJECT DESCRIPTION FROM A TECHNICAL POINT OF VIEW

The suggested technical scenarios, within which the investment project’s objectives can be reached:

Scenario 1: The construction of a multifunctional sports facility with the total surface area of 1419 sm – 33m x 43 m, composed of a handball court, a basketball court and a tennis court (this can be used as a mini football court). For this scenario the architect used the typical reduced field dimensions Model Type 2.

The locker rooms building includes: a main access area, an entry lobby, a doorman’s rooms, a main lobby, athlete’s locker rooms, referees locker room, handicapped persons locker room, washing room, a technical room, a boiler room and an access ramp for handicapped persons.

The building’s height regime is a ground level, maximal height is 3,25m, and build surface is 196 sm, category of importance “C”, third importance class, second fire resistance level.

The multifunctional sports surface area will include a handball court, a basketball court and a tennis court. The games area made out of synthetic rubber will be build in accordance with the present regulations. This is made out of a usage layer – homologated synthetic material, a support layer – a thin layer of reinforced concrete, and a layer of gravel that is not heavily compacted. The field will be surrounded by metal polls with the dimensions: 10 x 50 x 5 mm and galvanized wire mesh panels fixed through welding to the polls. The lights installation is made by a metal poll with a 22 cm diameter fixed in a reinforced concrete foundation with the dimensions: 80 x 80 x 120 with a triangle shape frame on which the lights will be mounted.

The first scenario is recommended: The construction of a multifunctional sports facility with the total surface area of 1419 sm – 33m x 43 m, composed of a handball court, a basketball court and a tennis court (this can be used as a mini football court).

SCENARIO 2: The construction of a multifunctional sports facility with the minimal surface area of 6500 sm – 100m x 65m composed of a football court, a rugby court, a hockey court, a running track, a length jump track and annex buildings. For this scenario the architect used the typical project for the homologated Type 1 field.

The locker rooms building includes: a reception lobby, athlete’s locker rooms, referees locker rooms, boiler room, service space, and an access ramp for the handicapped persons.

Football court: football court, 100m dash running track and length jump track.

The court is surrounded by metal polls and galvanized wire mesh panels.

Developed functions: fence that surrounds the terrain, fence that surrounds the side courts and a high fence behind the goal areas.

Scenario recommended by the maker: the maker recommends the first scenario: The construction of a multifunctional sports facility with the total surface area of 1419 sm – 33m x 43 m, composed of a handball court, a basketball court and a tennis court (this can be used as a mini football court).

INVESTMENT TECHNICAL DATA:

1. Placement area: Vranesti village, Calinesti city, no street name, no street number, Arges Province. The sports field is situated in the center of the City.

2. Judicial statute of the field that is to be developed: The terrain belongs to the Calinesti City council, being included in the public domain in accordance with the GD No 39 dating from 27/08/1999, annex No 29.

3. Definitive occupation of the terrain: the new sports facility: Surface area 15419 sm.

4. Terrain studies: topographic and geotechnical studies.

TECHNICAL SOLUTION FOR PROVIDING UTILITIES:

Electrical power will be provided by the connection of the facility to the existing electrical network of the area. An efficient illuminating system will be used in order to conserve as much power as possible. This has as a main goal the improvement of the lighting quality, the reduction of the electrical power consumption, and not lastly the reduction of costs.

Running water will be provided by connecting the facility to the existing drinkable water network of Calinesti city.

Waste water will be collected into an existing drainable pool.

Heating will be ensured by the existing area network.

OTHER PROPOSED OBJECTIVES:

Extending the drinkable water network to the Valeni, Ciocanesti, Carstieni, Rancaciov and Valea Corbului / villages by 2013/ European founding – Local budget.

Sewer and rain water evacuation / Undergoing project / Permanent / Local budget

City sanitation / Undergoing / European founding / 2010.

PROJECT RISCS:

For this project we could not identify any environmental or institutional risks (for example: wrongly managing the funds). Local authority is ready to use effectively the obtained founds.

During the project implementation there could appear risks related to the quality of the construction works. In order to prevent these risks the local authority has ordered the technical supervision of the construction phase by a construction site overseer that will be contracted after the project has begun.


ENVIRNMENTAL IMPACT:

There are no sources that can generate pollutant factors above the legal limits.

Sports facilities have a good sun exposure. Each room has at least one window with mobile elements, ensuring the air and energy exchange between the interior of the facility and the exterior area.

The electrical equipment is modern and does not pollute, it is in accordance with the existing environmental protection laws.

PROJECT MANAGEMENT

ACTIVITY AND EXPERIENCE OF THE DESIGNING AND OF THE CONSTRUCTION FIRMS

SC CONSULTING PROJECT SRL is a firm that has activities that span on the international level and is oriented mainly towards designing and constructing civil and industrial facilities, roads and bridges, water and sewer projects, topographic projects and construction projects.

It is a young and dynamic firm that has designers that graduated from the Civil Constructions University, Railroads Branch, Roads and Bridges branch, from the Geodesic and Engineering Universities.

It makes projects for roads and bridges, in accordance with the beneficiaries’ design needs. All the projects are done respecting the existing norms and legislations.

Project development is done using modern architectural methods, computer assisted, using AUTOCAD software, thing that leads to a short period of execution for the final project and rapid modifications in accordance with the adapted demands that can appear in the construction phase. In accordance with the projects difficulty level, we also work with designers that have over 10 years experience in this field. At the beneficiaries’ demand we ensure the project’s verification by a MLPAT attested person. Also, he is ISO 9001; ISO 14001; OHSAS 18001.

The manager for this firm is Ms Cristea Ioana that is also the project manager and has a long and vast experience, leading many projects both civilian constructions, industrial halls, and roads and bridges rehabilitation and modernization.

For the management of this project is necessary to create a minimum of two teams having different roles: the management and the project teams also established by the firm’s manager.

The project management team is made out of 3-5 members that have the role to supervise the project’s progress and to decide on the opportunities to apply corrective or preemptive measures.

The project team is made out of all those persons that are necessary for the ongoing project.

GANTT GRAPHIC

The GRANTT graphic is used to represent the succession of the predicted activities with the goal of implementing a project. Such a project can refer, for example, to the development of construction objectives or to the undertaking of steps in order to elaborate documents for a construction project.

In order to construct the GRANTT diagram it is necessary to complete the following steps:

Defining the activities necessary for the implementation of the project;

Estimating the duration for each activity;

Arranging the activities in a logical succession;

Graphical marking of the succession of activities with the aid of some horizontal lines (these lines show the moment when each activity begins and is completed).

The GRANTT graphic allows the visualization of the predicted relation between the activities needed for the implementation of a project, indicating the stages that have to be completed for this purpose. Also, allows to observe the date at which modifications have been made to the duration of these activities, in relation with what has been predicted in the first stage.
